This report lays out how the threat posed by al Qaeda has grown since 9-11, and it examines the Bush conceptual and strategic errors in battling terrorism. It makes the case that the Bush approach is backward-looking, rooted in 20th century thinking. The report goes on to offer the strategy of constriction, which is designed to destroy al Qaeda’s ability to function, by choking off all of its supply lines. The report focuses on shutting down “the three P’s” – al Qaeda’s physical resources, people and propaganda – through a concerted campaign of America’s civilian, military and allied forces. To make it work, the report lays out a series of recommendations to remodel America’s civilian and military institutions, rebuild its anti-terror alliances and restructure its ability to wage political warfare.
